ILDO Traffic | Header and Templates Blacklisted by DLT


ILDO (International Long Distance Operator) leakage refers to a scenario where SMS traffic intended for international brands or entities is being sent using DLT-approved headers, templates, or credentials that are authorized strictly for domestic (India) usage.


In simpler terms, this indicates that the DLT credentials have been compromised or misused, and are being leveraged to send messages on behalf of international brands. This is a violation of telecom regulations, as international traffic must be routed through authorized ILDO channels.


As a result of such activity, telecom operators and DLT providers may take strict action, including:

  1. Blacklisting of Headers and Templates associated with the entity

  2. Temporary or permanent blocking of DLT account



Steps to be followed if Headers and Templates are blacklisted due to ILDO traffic:


  1. Quick resolution : Immediately create and get approval for new Headers and Templates to avoid disruption in ongoing communication and services.

  2. Ask details from Operator( Permanent solution): Raise a ticket with the telecom operator who has blacklisted your Templates/Headers and request the following details:


a) Specific instances and logs where ILDO traffic was detected

b) The name of the international brand/entity for which the messages were sent

c) Any additional evidence supporting the violation



Mandatory Compliance for Whitelisting :

To proceed with whitelisting and restoration, telecom operators mandate that the entity must file a cyber cell complaint, clearly stating:


The registered SMS headers and templates have been misused for sending traffic related to an international brand. Relevant sample logs and instances (as shared by the operator) must be included in the complaint.


The misuse has been identified and acknowledged based on the operator’s observations

Post-Complaint Requirements : Once the complaint is successfully filed, you must share the following documents with the telecom operator over email:


  1. Cyber cell complaint acknowledgement receipt

  2. Complete copy of the complaint (FIR or submitted complaint details)

These documents are mandatory as per telecom regulations and are required for the operator to review the case and proceed with whitelisting the entity, headers, and templates.
