PE-TM Chain Validation & Incorrect/Mismatch PE-TM Chain Binding
Overview
As per the latest TRAI guidelines, Telecom Service Providers (TSPs) are implementing enhanced validation of the PE-TM Chain to ensure that SMS traffic is submitted through an authorized and correctly mapped Telemarketer/Telemarketer Delivery Function (TM/TM-D).
The objective of this validation is to maintain proper traceability of SMS traffic and prevent messages from being submitted through unauthorized or incorrectly mapped Telemarketer routes.
As part of this implementation, TSPs will validate the PE-TM Chain, TM/TM-D mapping, and associated Hash Code when SMS traffic is submitted.
Incorrect PE-TM Chain Binding – Action Required
Customers may receive emails from their DLT/TSP regarding “Incorrect PE-TM Chain Binding Errors Detected – Action Required”
These notifications may mention that incorrect PE-TM Chain binding(s) have been detected and may include details of the flagged traffic route, such as:

TMD (TMID): 1302157225275643280
The TSP notification states that such traffic may be submitted through a TM/TM-D that is not correctly mapped or authorized under the approved PE-TM Chain.
Important for MSG91 Customers
You can safely ignore such DLT/TSP emails if your SMS traffic is being routed through MSG91.
MSG91 has direct connectivity and billing with telecom operators. Henceforth, no changes are required from your side or ours due to this new regulation, and your SMSs will continue to be delivered as per the routine process.
This regulation primarily impacts Telemarketers/SMS Aggregators that do not have direct connectivity and billing with telecom operators.
If you are also using another SMS provider, we recommend checking with that provider whether they have direct connectivity and billing with the telecom operators. If they do not, SMS traffic through that provider may be impacted.
